I think your Question No.3 is misleading: "Quota system is legalized in Japan in every industry?" Since you set the answer to that as "false," do you mean that, by law, Japanese companies cannot use a quota system when hiring? They are actually prohibited from doing so? I don't think that that's the case.
The Labour Standards Act "prohibits discrimination with respect to wages, working hours or working conditions, by reason of nationality, creed or social status." However, that doesn't seem to preclude companies from hiring, for example, a particular percentage of female employees. So, what exactly is meant by the question?
